2b4972de52 move also transports into servermanager so we can share ssl config etc 
This makes WebSocketServer pick up the global SSL configuration from
ServerManager.

be90f47f63 more work on rules 
disallow removing a device if a rule still refers to it unless
parameters contain information on what to do with those rules.
