The plugin is not ready to sit next to stable. It has been in the tree since the initial commit but is built by nothing: it is absent from PLUGIN_DIRS in the root project file and from debian/control, so no package has ever shipped it. It stays in experimental-silo, which is where unproven work belongs. This branch is merged into landing-silo only, never down into experimental-silo. Note for whoever promotes next: a hotfix descending from main or landing-silo into experimental-silo would carry this deletion with it and remove the plugin there too.
