Promotes the single change sitting in landing-silo. Nothing else comes with it: the Fronius work is still in experimental-silo. The plugin had been in the tree since the initial commit but was built by nothing, absent from both PLUGIN_DIRS and debian/control, so no package has ever shipped it and no build target changes here. It stays in experimental-silo. Promoted on an explicit exception rather than on the named hardware validation the promotion criteria ask for: there is no hardware to validate, only source that nothing compiles.
